I think Scentre are wary because CDP owns only half of Carindale shopping centre, so owning 100% of CDP isn't full ownership of the centre.
The other half was put on the market just before COVID-19 started. AFAIK that sale hasn't progressed.
If Scentre were to buy that half, then yes, one would expect them to also mop up the minorities in CDP with what would be petty cash for them.
