this announcement is positive, however there are 2 key things you are forgeting.
1. no news on the finance and how much equity has to be raised.
2. can they raise the equity given the current state of the market?
if they have got the finance they should come and say so, that will mean they will have to raise equity.
i wonder how much of a discount the equity raising will be at? 20%?
