it could be argued that their behaviour also contributes to their relative safety.. I'm not saying that it's the be all and end all, but they are professionals, highly paid.. why not enforce standards ?

there is an underlying story as well and that is about the other 90% of personnel that have followed all the rules and get dragged down by vigilantes, cowboys.. so which way is it going to be

keep the cowboys, their code of silence and the thuggery they use to enforce it upon the other 90% of personnel who will then suffer under potentially low morale and ethical conflict

or

root out the cowboys, enforce the discipline and standards, and at least have 90% of personnel functioning at an elite, team, high standards high performance level..

i don't know but considering they are highly paid professionals, I would have thought the latter is something to aspire to

don't forget David McBride didn't get away cold with his whistleblowing.. he's on trial next
