It was determined in a civil case that he 'murdered civilians'. Would this finding - not a conviction - stand up under the evidence test of a criminal trial?
We will get a better idea if the DPP is satisfied that that higher standard of evidence exists to warrant charges being laid. And then proven beyond a reasonable doubt.
