Unless economy of scale far outweighs any concerns financial backers have, smaller and ramping up is the wisest approach... personally, I would love to see numbers that confirm a 5MT plant can start up asap... but the reality is that a large capex number may spook the market unless cobalt is once again soaring upwards... given the choice of obviously profitable vs somewhat risky higher profit he market will reward obvious, with caveats it can grown to higher profit easily.
