J.W, I agree with you. I don't think he is highly overrated. He is paying the price at the moment for very poor recruitment and retention and a high injury toll.
They spent too much on Blair and had to let 2 decent forwards go to accommodate him. They have lost Galloway early in both seasons and have the highest injury toll of any club. Marshall has never had a consistent 7 to compliment his style.
I think his CV looks pretty good. Not sure about being overrated, but his form has definitely waned and maybe there are many reasons for this.
The Tigers obviously have faith in their development of players, after all they won the u/20's last year. The question that needs to be asked is whether Marshall will be a better player post 2015 when his contract expires. And i think the Tigers have answered that.
