Converting to BBI still needs to be tempting enough, am fairly sure they'd need to be looking at 5:1 to get a majority vote.
Limiting conversion would require some other form of bonus, who's going to vote that through without some form of incentive? Might have to throw in a BBI or two in order to make this worth while for BEPPA holders.
