No there is no need for such silly statements.
Just ban any garb in public that allows people to completely cover their faces.
It's never been part of our culture and doesn't need to become part - ever.
Whether it's a balaclava, a hanky across the face or burka, the objective is to hide one's face.
Sneaky, and up to no good is my immediate response when I see anything like this.
