    Andean applied for the tenement and MAN bought it before it was granted. The Minister has to take a look and ensure that multiple related parties including MAN didn't submit applications to the unfair disadvantage of other applicants in the event of award by ballot. Its nothing more than a technicality provided nothing illegal was done.
