I reckon Jimmy might be buying tenements to make it look like it’s adding value to the company whichh he then rewards himself and the board with options vastly lower than the share price. So when they exit just like the chairman did recently their pockets are lined. Options as we all know are free money. Just look at the little amount of shares the boards owns (excluding free options)
