They're not rioting in the streets the gatherings have been overwhelmingly peaceful with only a few incidents from opportunists. That's why they shot rubber bullets at the reporter the street was practically empty. Trump is looking for an excuse to declare martial law but I don't think the rest of the nation is impressed.
