Andrew... this could be a consortium of individuals or entities. ASIC Provisions for creeping are only generally limited to individual entities or individual holders.
If shareholdings were in several names, their holding as a conglomerate would not necessarily activate the creeping provisions, but as a group, they would have a substantial holding!
