I quite sure how the US works but in AUS a law is passed. The regulations are then written by the governing agency on how the law will be implement and how it will work. So I imagine when the bill was signed, the NJ governing body are writing Up how it will be implemented and all the internal workings.

I can imagine that they want to get it right as the rest of the US is watching and waiting. And perhaps there are remunerations for NJ to pass on their hard work to other states when they want to take on fixed odds. As we all know the revenue stream in tax’s back to states will be huge.

id rather them take their time and get it right, then rush it through and stuff up the regulations. That’s not a good look
