Best guess is someone missed the cut-off to submit their gross position report. However, you should also be aware that this is "gross" position, which includes securities on-lent. Returning stock to the original asset owner doesn't require covering in the market if the borrower has stock in inventory. This means you can get changes in gross short position that don't seem to make sense when compared with on-market trade activity. Nonetheless, in this case I think it's reporting delay, so check again tomorrow.
