If capital expenditure is greater than US$100m, or the project has a mine life of greater than 10 years, then a SML is required. The application for a licence is determined by the feasibility study underpinning it. Edison yesterday in their research note flagged a 180ktpa operation which in all likelihood would come in well above $100m in CAPEX requirements.
