Turnbull is not shackled to Abbott's promises and while he is keeping with existing policy he is now in the position where he can convince cabinet and voters of the need for changes and negotiate.

That was one of Abbott's problems, he was not convincing and was not able to negotiate.

I am under no illusion this will be an easy task but the fact that Turnbull has much better communication skills tells me he has a much better chance than Abbott ever did
