1) We already have land tax.
3) Bugger off - it is an owners choice when and what to do to their property. Additionally any half decent owner that is handy can do the majority of things themselves - why should we have that freedom taken away! Just because so many are too lazy/inept this policy should be adopted. Badly maintained properties will ultimately sell/rent for less and if their standard becomes too bad various limitations will end up being applied to prevent them from being rented.
