Regards unemployment, the changes made to assessing it aside, the states could just as easily claim credit for the fall as the commonwealth can.
The Queensland govt certainly says it is responsible for the fall in unemployment there.

The truth is that neither govt is responsible, it's the resources boom plain and simple. Howard has no more to do with the unemployment rate than Beattie/Bligh do and it should not even be a factor in the election.
