In my opinion the Federal Govt of Mexico realized through their previous attempts that the only approach to effectively succeed in introducing a highly controversial public program as drug testing a nations own youth and all the social questions that would open up meant their method would be one of stealth.
That is where the state of Nuevo León comes in, on the surface a regionally localized initiated program. This gave the bonus of reduced national public scrutiny while the trial took place.
The trial is now finished and the national media is suddenly all over it but not in the way they were previously. The success of the trials and the ease of parental support have turned this antidoping topic into an essential must do for the future of Mexico's youth and a public relations coup for any politician involved.
The decision to take this program national was made last year and the purpose of the trial in Nuevo León was to smooth the way, in my opinion anyway.
