Illegitimate gambling companies have hidden themselves for a long time through layers of secret companies in tax havens. Authorities in countries where victims were have persevered in tracking things down. For some reason the US has looked the other way with a lot of them but European countries are closing in. When they are brought down it will be the companies taking the hit and maybe not the individuals who ran them. When they close in on this one the shareholders will face a big loss.
