This is a clear marketing release playing up the project engineers skills in improving the financial metrics at Garatua.

It was no surprise that "the client" wanted the BFS1 to be reviewed as it has been out in the market for many months that Capex/Opex is to be improved before presentation to Xstrata.

More than anything it could be that the project engineer is well aware of the improvements in the final BFS and has released the statement ahead of the BFS release to prove to potential clients how effective its work can be. Maybe gives a hint at the scale of improvements made and a buy signal.
