Good question and an aspect I often think of.

Just for a bit of fun, my best guess is it will go something like this (this is very optimistic):

November 2009 - Announce Hydrological test results
December 2009 - Jorc for Ross and Barber
January 2010 - Apply for Permit (waste of time pre-Xmas)
March 2010 - Commence BFS
August 2010 - Permit approval to proceed
November 2010 - Commence construction
August 2011 - Commence production

Somewhere in amongst my very possibly erroneous 'guestimate', will occur further land aquisition, resource extension and the big one...financing/JV/Investor buy in. I won't even hazard a guess on the latter.
