I agree it is not written very well, and rather shows the ignorance of the writer too, in that they seem to have made the assumption that because the Energy East pipeline has fallen over, then LNG Bear Head can't get supply to the plant - whereas in fact Bear always envisaged using another pipe, TransCanada's.
Perhaps GV ought to get in this journo's ear and clue them in more fully on our plans, particularly the excellence of the location - offer them a spotter's fee for spruiking the project's chances up a bit more (i.e. in spite of the Energy east line biting the dust)
