I think what marko7 is trying to say is.

the society puts up the risk capital and the government and it's agents decide how to manage it .
SO instead of the old fashioned communisum funded by the state..
the new way is for the capilist society to take all the risk and do the work and the socialist gov takes all the profit, provided there is any after you spend every second checking up if you are opperating within the regs, as 70% of the people work in government agencies drafting regulations that every one has to work within, you just can't have them sitting around doing nothing , regulators need to regulate regulary .this is where the vision they talk about comes from.
on foggy days ofcourse you can't have that much vision , but lets face it with the planet about to get fried there will be plenty time for that wonderfull vision to lead us moving foward.
