Looking at the bottom, you've got to consider dividend yield.
2014 Dividend $1.21 USD = $1.50 AUD
Factor in a slight progression to $1.60 AUD.
Is the market going to let BHP get to 8% fully franked yield @ $20?
7% @ $23 would get a lot of attention.
That's all assuming it happens.
