Surfrat70 is on the right track. With access granted, the operation must not "unduly prejudice or interfere" with BHP and Rio. Access appears to be to the railway and not unloaders or storage. I can see BHP and Rio saying, ok, you can use our tracks but you have to pay for the rolling stock and additional locomotives which we will supply and assess as fit to operate, you will pay for maintetnance, you have to pay to provide your connection into our railway during shutdowns when these are available, you have to take your trains to your own unloader, arrange your stockpiles and handling and negotiate or provide wharf access assuming you can get access to an ore carrier. That seems to be allowed in the commission report. Otherwise, we will buy your ore at the gate if it is a product we can use.
