My understandings of the law is that at some stage the WA state parliament would have approved and it's Governor has signed in to being an act that permits the minister having the final say in the matter.

I presume that at no stage did the minister ever say or act in a manner that he had approved of CAZ being awarded the permit. So, unless it can be proven that there is corruption that occurred in the process, that's end of the story. If people disagree with what the minister and consequently then government has done, then they should vote in a different government at the next election, but that still wont do CAZ any good.
