Good point.
It would be good if a suitably qualified person could give us, i.e. the little people, a practical explanation of what might happen in this matter.
From what I have seen, the media outlets have essentially served up to us more or less what the companies have said in their announcements and these leave the practical effect of matters such as you have raised unanswered.
To reiterate, we all know what "effective date" means, what we want to know is the practical effect in this instance.
