Its probably a case of Trump programs being dumped and replaced by something better by the Biden Administration.
Pretty normal politics actually done by both sides. Trump ditched Obama programs to replace with what he claimed would be better ones such as replacing Obama care. Unfortunately he never got around to coming up with something better in four years od office.
