Theyve been there over 2 decades, given their love and enjoyment for genocides and terrorism, id say its hard for them to quit that addiction to killing.
With the proximity to Great China and the availability of funds for them to incite riots and terrorist cells. I say they r 100% commited to pulling troops out, with the time line being
