Every government makes choices about how to allocate its spending.
If you give 2.6 Billion to other countries for gender equality, you have to ask

1. How does this benefit the citizens I represent?
2. Could I have used this money to better use?
3. For the particular country in question, is there a more immediate need that I could help with?

I suspect if a little more critical thinking was used and a little less virtue signal, they could have come up with a better plan.
Yes some special interest groups lobbying them want particular programs (in which of course they would directly benefit), but it should not surprise them that 1/2 the country finds this ridiculous.
