I'm not sure you're capable of understanding these relatively simple concepts so this is the last time I'll attempt to explain it.
There's an executive order to spend $1.5bn over 10 years on a uranium reserve. If the order is carried out in full then that would likely mean $75m this year then the remainder spread out over the remaining years.
Every year the budget needs to be approved. There is no guarantee it will always get approved.
This is VERY different from the 'buy American' EO which takes immediate effect.
