Admittedly the question was somewhat rhetorical in nature however the reason for this was I believe the increasing uncertainty surrounding not only the global economy but those of China & India to a lesser degree may make these types of projects somewhat more risky?
Just my thoughts that I believe are a fair assessment of things presently and could be weighed up in the decision making process?
