It's the gas released from the fire that explodes, not the battery. Even new batteries can develop dendrites, which can cause short circuits. This heats up cells and can cause fires. The fire suppressant in McMicken was not powerful enough to do its job initially, and the close positioning of batteries meant that fire could spread, while hampering access to first responders.

Like airline or vehicle safety, there are a range of prevention issues to work through. I wonder whether that's happening in the way it should.
