It's a waiting strategy. The longer they can make retail (us) sellers wait, the more worried we will be that we can't sell and we'll move our sells up the stack (look how much has piled in to 16c) or fire sells in to 15.5. The people who have sell orders there are likely those who have bought at 17 and 18c + and "just want to get out alive".
The sheer number on the buy side tells me they want in, IMO this is very bullish and certainly no time to sell (also, imagine how many buyers are sitting off screen just waiting for an entry). It's also a clear signal (to me anyway) the market liked the vaccine announcement and some significant SP movement is on the way to reflect that. In the meantime this is clearly a battle of patience. I'm not discouraged in the slightest, in fact the opposite.
