Stamler is playing the long game. As in, the longer he takes to accomplish things, the longer he gets that fat CEO paycheck. Don't want to fail a phase 2 trial within a year of becoming CEO. Lets drag it out as long as possible. He can get that paycheck thru 2023 easily before ph2 is complete the rate he is going.
