Heres a bit more background.
excerpt: "He once denounced desalinated water as bottled electricity. But, with the drought extending into 2005, Premier Bob Carr went to Dubai last July. Just weeks before he quit he announced that a desalination plant would be built at Kurnell to guarantee Sydney's drinking water. Soon after it was revealed that Mr Carr would join infrastructure financier Macquarie Bank as a consultant, new Premier Morris Iemma recommitted his government to the desal plant but without private finance. A more environmentally conscious electorate was outraged at the original decision, made without local or state wide community consultation."
