It would appear to me that the first point merely states the amount of production from the paradox basin (historic yet ongoing), while the second point refers to the potential production from Golden State's target. What has been produced to date does not limit what may be produced in the future - the first point is not indicative of the reserves for the entire basin, just what has been produced to date.
