For me, this is good action. I don't know exactly what is going on, but if i was a bank or institution trying to accumulate, i might do it in dribs and drabs like this to mask my activity.
This use to happen to MBE and was usually a good sign of things to come. Although i note that masking activity could be done in either trying to buy or trying to sell.
