Listening to Neil Pollock’s presentation it seems to me that he is someone with his finger firmly on the pulse and who really must understand and appreciate the paradigm of a ‘Power Net’ as opposed to a power grid. After all, it was in response to the real and perceived threat posed by the Soviet Union’s launch of Sputnik that the US military/government developed that network of independent nodes we now call the Internet. A network of independent nodes meant that if (from space or elsewhere) the Soviets took out one or even a hundred thousand of those nodes the flow of information vital to US defence would continue to flow relatively unimpeded. In the age of the Cloud, information is useless without the energy to distribute it, and energy supply is vulnerable without energy security. A 'PowerNet' or 'EnergyNet' would surely imo be part of the Indian government's strategic thinking going forward, especially given India's geographical location and its emerging economic and military power status in the region. If, amongst other things, the Indian government views ECT's cost-effective modular and scalable technology as part of a new energy security paradigm, then why would they frustrate its deployment?
