huh is't the data you quoted from the troposphere? the NOAA one is the combined average temperature over global land and ocean surfaces. in other words where we live.
Troposphere as I understand is half way to space 6-10km above us.
It's like comparing the bottom of the ocean to the surface no? Apples and oranges??
