it was a very poor announcement!.
When all of the critical information is either unknown or withheld it leaves us mere mortals to speculate and yes, you can see the announ as positive. But, equally, there will be many here who go ..well what if this flow rate is just 'good'? what if the raising is at 1.2c.? and many will sell when things are so up in the air.

Yes there could be some PIs who sell knowing they are to pick up a few million at a lower price.

But my point is that TTE themselves created this nervousness. Esp with the share issue.

Just on a sort of positive. an option is often thrown in when the new share issue price is quite high. so maybe the raising is higher than most are speculating say at 1.8c with a 3c option? i really dont know.
