I haven't crunched the numbers myself, but surely the CR will be a stopgap for between now and reaching breakeven so they can pay their bills? I would have then thought that reaching nameplate capacity and operating on that basis for some time to ensure things are humming along nicely would be the priority rather than any imminent expansion.
