You make announcements when they are material facts...I would think the window has not long been closed.
The quarterly is due shortly so one fluid announcement updating the entire project makes sense to me..I highly doubt the dam would be considered as price sensitive it would warrant it's own immediate announcement before the quarterly inside an ASX legal timeframe or anything of that nature.
