I think you're on the money, r0cker, that is likely the site of the storage dam. First picture below is zoomed out from yours, & shows T16 drill area about 6km away from the site you showed, and also the T12 drilling area. (I'd plotted drill locations on Google Earth, but have hidden them for clarity).

Second screen shot is from a Russian military map circa 1980. It covers approximately the same area as my first screen shot. The maps are 1:200,000 scale and show 20m contours, so they're not overly detailed. Your spot is indicated by a red star (naturally) and looks like a pretty good place to build a dam. T16 is approx. 25m lower so could be a simple gravity feed, albeit by a circuitous route. I'll leave that one to the engineers.
