IMO Alerting the market of the requirement for a Facilities Engineer is just forward thinking, in the evert that the field is deemed commercial.
This is not an easy position to fill, the right candidate may not be easy to attract or immediately available, so putting the feelers out in advance makes sense, soliciting expressions of interest so to speak !
IMO This is a pivital role, I would not be surprised if they already know the candidate they want, they just need to confirm availability and that he or she can be mobilised quickly.
Possibly this candidate would play a senior role in the team tasked with fast tracking the future project concept, approvals and development stages.
Think it all looks very promising indeed !
