The FPSO enquirey and then this means that CNE are laying th foundations for proceeding to full design and therefore must be reasonably confident that SNR will be declared commercial IMO
One thing I do find strange tho is that COP has the option to become operator once commerciality has been declared and I would have thought they would be doing all this preliminary work, I have worked in the oil patch but not in off shore development so if any posters can comment would be happy to read what you can offer.
