Until there's reason to believe otherwise, this is what I'm putting it down to. If people want to top up, they're likely to want to do so before the appeal outcome is announced to avoid paying a premium. The only way to do that then is to pay what the market is asking, and hence we have a gradual, small volume climb. I also wouldn't expect to see any speeding tickets based on small volume, but all AVQ have to do is point to the loyalty scheme as an explanation so no drama if one is received.
