My understanding from large ISTO is that once a company Uranium Resource crosses around 40 mlb(measured and indicated) they have to buy it( Portfolio Indexing)
From Hartley, BFS report and PEN announcements it is clear that PEN Resource will far exceed 40 mlb in medium term(12 month).
Last three days volume actions proves more than one INSTO are competing to acquire PEN. A single INSTO can manipulate a stock as we have seen PEN (Capers at 4 cents) but when few are involved, they will not take risk because one of them will over smart the other one. It is competition.
