One of EQE's main objectives is to bring in a JV partner to get this project off the ground.
Now I realise that the likes of Glencore have seen better days, but I would have though that a project like this with minimal CAPEX required and a hungry local demand would be something a big player would jump on. (Assuming of course that the coal is in the ground).
Current cash flow for EQE as per financial reports suggest that without a JV partner or ongoing dilution of shares sees them hitting a wall.
